Get a dress that fits the color of any Powerpuff Girl that is desired for the cosplay. Dresses can cost as low as $10 online. At the middle of the dress, place a black waist band. Get a black piece of fabric and wrap it around your waist. Once you know how big the waist band should be, cut the fabric and stitch it around the waist of the dress. The costume should be complete after this step but if going the extra mile is your thing, you could always buy a wig that corresponds to the right Powerpuff Girl.
